“In Remembrance of Lives Lost to Domestic Violence in Maryland”

Upper Marlboro, MD… Members of the Prince George’s County Sheriff’s Office Domestic Violence Intervention Division (DVID) joined Governor Martin O’Malley and Lt. Governor Anthony Brown at the Maryland Network Against Domestic Violence (MDNAVD) 26th Annual Memorial Service Monday night in Annapolis.

In a moving and solemn ceremony, members of the Sheriff’s Domestic Violence Intervention Division stood with Governor O’Malley and Lt. Governor Brown and citizens and family members of those lost. They each held a candle to symbolize each life, as they stood against the backdrop of a heart that contained the names of each of the victims.

 “Any life lost is one too many,” said Michaele Cohen, Executive Director of the Maryland Network Against Domestic Violence (MNADV). “But, we celebrate the survivors and focus attention on changing laws to reduce domestic violence, improve victim safety and providing greater abuser accountability.”

During the Service a survivor of domestic violence spoke about her experiences escaping a violent relationship. She thanked the Prince George’s County Sheriff’s Office Special Victim’s Assistants for their help - accompanying her during court processes and assisting her with her transition to the House of Ruth.
“Each year when I attend this beautiful memorial, it reminds me of why I do this work and helps me to keep focus,” said Barbara Harvard, a Domestic Violence SVA in the Sheriff’s Office.

Lieutenant Colonel Regina Taylor, Bureau Chief of Field Operations said “The Maryland Network’s Candlelight Vigil is a sad tribute to the victims of Domestic Violence, but I am heartened by the attendance of the Governor and Lt. Governor, and other state officials and legislators who continue to strengthen laws that provide protection, safety, and hope to victims.

Sheriff Deputies Arrest 1988 Robbery Suspect

Upper Marlboro, MD…The Sheriff’s Warrant/Fugitive Division reported the arrest on Monday February 10, 2014, of Ronald Jefferies of Capitol Heights, MD on an arrest warrant for Robbery with a Deadly Weapon. The warrant was obtained by the County Police Department on July 8, 1988.

According to the warrant, on July 1, 1988, Jefferies allegedly attacked a male victim with a deadly weapon in an apartment in the 6200 block of 64th Street in Riverdale Park, MD. After striking the victim with a blunt object to the head, the victim was tied-up and stabbed in the back. The warrant further states that Jefferies took several hundred dollars from the victim, along with his ATM card. The warrant also states that the victim was able to escape and identified Jeffries as his attacker.   


The Sheriff’s Cold Case Warrant Team’s investigative efforts led them to believe that Jefferies was in Capitol Heights, MD. He was apprehended in the 6200 block of Walker Mill Road Capitol Heights, MD., where he was taken into custody and transported to the Prince George's County Detention Center.

Robbery Suspect Arrested

Upper Marlboro, MD…The Sheriff’s Warrant/Fugitive Division reported the arrest of Markel Dinkins of Hyattsville, MD on last Wednesday, on an arrest warrant for Robbery, which was obtained by Riverdale Park Police Department on January 8, 2014.

According to the warrant, on December 12, 2013, Dinkins allegedly exited a 2005 Silver Chevy Impala and attacked a male victim from behind in the area of Taylor Road and Tuckerman Street in Riverdale Park, MD. After taking the victim’s briefcase and laptop, Dinkins fled on foot. The warrant further states that on December 21, 2013 a vehicle matching the description of the Impala, was stopped and one of its occupants was identified as Markel Dinkins.


The Warrant/ Fugitive Division’s investigation determined that Dinkins was located in Washington, DC. With assistance from the Metropolitan Police Department he was apprehended in the 2300 block of Ainger Place Washington DC., where he was taken into custody. Dinkins was also charged with Assault Second Degree, and two counts of Conspiracy Robbery.

First Degree Assault Suspect Arrested

Upper Marlboro, MD… The Sheriff’s Warrant/Fugitive Division has arrested Michael Rose of Clinton, MD yesterday on a First Degree Assault arrest warrant obtained by District IV County Police Detectives on January 24, 2014.

According to the warrant, Rose was operating a vehicle on Livingston Rd near Beretta Rd in Accokeek, MD last June when he and a female passenger became involved in a verbal disagreement. During the argument, Rose produced a knife and held it to the female’s throat. The warrant further states that when the victim attempted to exit the car at a stop sign, Rose accelerated the vehicle causing the victim to fall out of the car.  The incident was reported to the Police resulting in a warrant for Rose’s arrest.

Deputy’s investigative work into Rose’s whereabouts led Warrant Deputies to the 17000 block of Clinton Drive in Accokeek, MD. Where Rose was taken into custody without incident and transported to the Prince George’s County Department of Corrections (DOC).

He is also charged with Second Degree Assault.

Sheriff Deputies Arrest Attempt 1st Degree Murder Suspect

Upper Marlboro, MD… The Warrant/Fugitive Division reported the arrest of Celvin Eulises Meja-Ramos of Hyattsville, MD on an arrest warrant issued by the Circuit Court of Prince George's County, MD on January 8, 2014 for Attempted – Murder 1st Degree.

Meja-Ramos was indicted by a Prince George’s County Grand Jury for an incident that occurred on September 10, 2013, in which he is accused of assaulting a male victim with a handgun in an attempt to kill him. 

 The Warrant/ Fugitive Division determined Meja- Ramos’s whereabouts as the 9400 block of Adelphi Road, Hyattsville, MD, where he was apprehended on January 20, 2014.  He was taken into custody without incident and transported to the Prince George's County Department of Correction. 

Meja- Ramos is also charged with Assault 1st Degree, Use Handgun in a Crime Violence, Participation in Gang Activity, Carry Handgun, and Conspiracy- Murder 1st Degree.

Deputies Arrest Theft Suspect/ Close Two Warrants

Upper Marlboro, MD… The Warrant / Fugitive Division has arrested Shamika Staggs on an arrest warrant for Theft over $100,000 obtained by County Police on January 2, 2014.

According to the warrant, Staggs acquired a falsified property deed and illegally rented a vacant town home in the 10000 block of Keepsake Court in Upper Marlboro, MD. The warrant further states that Staggs sold the property to an investment group and received over $195,000 as proceeds from the sale of the property. 

Upon receipt of the warrant, Warrant/Fugitive Deputies began an investigation into Staggs’ whereabouts. On February 3, 2014, she was located and apprehended at a residence in the 15000 block of Kennett Square Way in Brandywine, MD.  

Staggs was taken into custody without incident and transported to the Prince George’s County Department of Corrections.  She is also charged with Issuance of a False Document, False Entry in a Public Record, and Forgery of Private Instruments and Documents.  

Staggs’ arrest also closes an outstanding 2010 warrant for Fraud Conversion issued by the Prince George’s County District Court.

Sheriffs/U.S. Marshals Task Force Arrest Attempted 1st Degree Murder Suspect

Upper Marlboro, MD…The Warrant/Fugitive Division has reported the capture of Rashad Wright on an arrest warrant for Attempted First Degree Murder obtained by County Police detectives.


According to the warrant, on June 22, 2013 Wright and two other males were sitting inside of a parked vehicle in the 1200 block of Elfin Avenue in Capitol Heights, MD when an argument ensued between Wright and one of the men in the car.  Following the argument, Wright allegedly produced a pocket knife and stabbed the victim in his neck and back when the victim attempted to exit the vehicle. Wright then fled on foot prior to officers’ arrival.

Deputies investigating Wright’s whereabouts determined that he may have fled to the state of Georgia. With assistance from the U.S. Marshals Fugitive Task Force, Wright was located at a residence in Byron, Georgia where he refused to open the door for officers.  Access to the home was granted by the home owner and Wright was eventually found hiding in a bedroom. He was taken into custody without further incident and transported to the Houston County Detention Center where he will await extradition to Prince George’s County.  

Wright is also charged with Attempted Second Degree Murder, First Degree Assault, Second Degree Assault and Reckless Endangerment.
